Trial Link
Trial Link is a national project funded by the National Collaborative Research Infrastructure Strategy (NCRIS) that is making linked administrative health data more accessible, understandable and usable for clinical trials and medical product development. Through Trial Link, we are:
- Improving the efficiency and cost-effectiveness of data linkage in clinical trials
- Enabling clinical trial researchers to more easily discover, access and learn about linked data.
The challenge:
Data Connect Australia’s vision is to enable to the linkage of data to improve the wellbeing of all Australians. Clinical trials are a critical part of this ecosystem, generating the evidence needed to bring new treatments, devices and models of care to patients. However, despite the significant value that linked health data can offer clinical trials, it is underutilised across the sector.
In-depth consultations with clinical trialists across Australia confirmed that researchers see significant value in linked health data, however, identified significant barriers that have limited its use. Researchers told us they needed greater awareness of the linked data opportunities available to them, including the infrastructure, data assets and access pathways that could support clinical trials. Many were unaware of the options available or whether they were eligible to access linked administrative data.
Researchers also highlighted the need for more fit-for-purpose data products and simpler access pathways. They wanted access to the right data at the right time to support trial planning, feasibility assessments, study design and participant follow-up, alongside more streamlined processes for accessing data across multiple jurisdictions and organisations.
Finally, researchers identified a need for clearer guidance, greater transparency and more support. This included practical information on legal, ethical and governance requirements, improved visibility of costs and timeframes, and training resources to help researchers confidently incorporate linked data into clinical trial design and delivery.

And DCA gratefully acknowledges the researchers and stakeholders from across Australia who have contributed their time, expertise and insights through consultations, surveys, material reviews and user testing activities. Their input has been instrumental in shaping the Trial Link program and its outputs.
The approach:
Trial Link is developing a national integrated gateway that enables clinical trial researchers to discover, link, access and learn about linked real-world data. Trial Link has funded a program of activities across five key pillars to address the identified needs of the clinical trial sector:
1 Discover: Help researchers find out what data is available for linkage and determine if it’s fit for purpose.
2 Data: Provide tiered access to data through aggregate and other fit-for purpose data products needed for early planning, feasibility assessment and study design. This includes the piloting of several data products including non-representative mock data, synthetic data, cohort counts, and aggregate data. Evidence that routinely collected administrative data is of adequate quality that it can be incorporated into clinical trials.
3 Access: Streamline access and approval processes for linked data and standardise the way the process is described/presented. help researchers identify which data access pathways are available for their linked data research project. Improve visibility of the costs, timelines and resourcing requirements associated with obtaining and accessing linked data.
4 Guide: Provide guidance on the ethics, legal and social implications of using linked data, including clarity on private sector eligibility, consumer requirements and data governance.
5 Learn: Access to training, clear information and guidance material. Develop an online training program, on the integration of linked data into clinical trial design.
Across all five pillars, Trial Link is committed to ensuring that linked data remains trusted, secure and socially responsible, with privacy, governance and consumer expectations embedded in the design of every product and service.
All Trial Link initiatives have been co-designed with researchers, data custodians, data linkage units and consumers to ensure they are practical, trusted and aligned with community expectations.
After the Trial Link project concludes on 30 June 2027, pilot projects will be evaluated and considered for national rollout.
